Current factTower control required a human physically present at the airport with an out-the-window view, tying staffing to airport location and making small airports expensive to staff.
Remote/digital towers — camera arrays with AI object detection, tracking, and motion/FOD alerting — present the visual feed anywhere, letting one controller or facility serve airports hundreds of miles away.

Low risk on direction; moderate risk on magnitude — high-density hubs cap the location-decoupling.
