The sky above any major city contains hundreds of aircraft at any given moment — climbing, descending, crossing, holding, diverting, some carrying two hundred passengers, some carrying cargo, some flying training patterns, some conducting medical evacuations. They are all sharing the same volume of airspace, operating at different speeds and altitudes, subject to weather that can change the viable routes, and each one carrying people whose safety depends on the system working.

Air traffic management is the act of bringing order to this system. The pull is Organization — not in the bureaucratic sense, but in the deep sense of imposing structure on a dynamic, complex, three-dimensional flow of objects whose interactions, if mismanaged, are catastrophic. The controller who clears an aircraft to descend from flight level three-five-zero to one-two-thousand is making an organizational decision — placing that aircraft in a space and time slot within a sequence that keeps it separated from every other aircraft in the sector.
